The Filter Backwash Recycling Rule (FBRR) applies to conventional and direct filtration systems that recycle spent filter backwash water, thickener supernatant, or liquids from dewatering processes. While conventional and direct filtration systems have the potential to create other unregulated recycle streams, such as filter-to-waste flows, only the three aforementioned recycle streams are regulated by the FBRR (Filter Backwash Recycling Rule Technical Guidance Manual, EPA816-R-02-014)
