If a PWS has a violation in a portion of the distribution system that is physically or hydraulically isolated from other parts of the distribution system, the primacy agency may allow the system to limit distribution of the public notification?

To meet EPA's criterion for hydraulic isolation, a PWS must show that the distribution system design and/or operation creates a situation where water in the affected portion of the distribution system is effectively isolated from the water in all other parts of the distribution system because of projected water flow patterns and water pressure zones (Revised Final State Implementation Guidance for the Public Notification (PN) Rule, EPA816-R-09-012, March 2010).
