A consecutive system is a public water system (PWS) that receives some or all of its finished water from one or more wholesale systems (40 CFR 141.2). Are consecutive systems subject to the Unregulated Contaminant Monitoring Rule 2 (UCMR 2)?

Consecutive community water systems (CWSs) and consecutive non-transient non-community water systems (NTNCWSs) that purchase all of their finished water from another system are not subject to UCMR 2. CWSs and NTNCWSs that do not purchase their entire water supply as finished water from another PWS must monitor according to the applicable requirements (40 CFR 141.40(a)(2)).
